Conservative GOP Senators Push to Cancel Senate Recess Until SAVE America Act Passes

A group of conservative Republican senators is demanding that Senate Majority Leader John Thune cancel the five-week August recess to allow floor debate and passage of the Safeguard American Voter Eligibility (SAVE) Act, which President Trump has designated his top legislative priority. The push represents a significant effort to accelerate consideration of election reform legislation that has already failed multiple times on the Senate floor.

Conservatives Drive Recess Cancellation Campaign

Senator Mike Lee of Utah initiated the effort with a public statement to Thune, pledging to "object to any effort to put the Senate into recess in August — at least until such time as the Senate has passed the SAVE America Act." Lee requested a roll call vote on the five-week adjournment spanning most of August and early September, framing the legislation as more urgent than a summer break.

Several other Trump-aligned Republicans quickly joined Lee's position. Senator Rick Scott of Florida posted on social media that he would vote to remain in session, stating constituents expect action on secure elections. Senator Ashley Moody, also of Florida and facing reelection in November, indicated a preference to stay in Washington rather than return home for an extended period. Senator Jim Banks of Indiana told Fox News that lawmakers should forgo recess entirely, citing constituent demands across diners and grocery stores to "pass the SAVE America Act."

Leadership Absences Complicate Legislative Path

The effort faces significant structural obstacles beyond floor politics. Senator Mitch McConnell of Kentucky, who chairs the Senate Rules Committee, has been absent from the chamber for more than a month following a medical emergency with no firm return date announced. McConnell previously voted against the SAVE America Act and would likely play a key role in drafting a reconciliation version—the procedural pathway Trump is pushing Republicans to use. Additionally, the recent death of Senator Lindsey Graham, who chaired the Senate Budget Committee and previously managed reconciliation negotiations, removes another experienced voice from the process.

Senator Ron Johnson of Wisconsin, who assumed Graham's Budget Committee position, acknowledged the uncertainty. "That could be an issue," Johnson told Fox News Digital, noting that early-stage discussions about committee responsibility and conference preferences remain unresolved. Senate Majority Leader Thune is currently focused on preventing a government shutdown, complicating efforts to prioritize the election reform measure.

Political Stakes and Electoral Context

The recess cancellation proposal comes despite electoral considerations that might otherwise favor extended time at home. At least three GOP senators—Susan Collins of Maine, Jon Husted of Ohio, and Dan Sullivan of Alaska—face competitive reelection races and could benefit from campaigning during August and early September. That some conservatives are willing to forgo this advantage underscores the urgency Trump allies attach to the legislation.
