Jamaican Independence Day celebration in North London approved despite police gang violence concerns

A Jamaican Independence Day gathering in a Harlesden residential property has received licensing approval despite police concerns about potential gang violence and antisocial behaviour in the area. The event, marking the 64th anniversary of Jamaica's independence from the United Kingdom, will proceed under revised conditions requiring reduced operating hours, restricted alcohol sales, and trained security personnel.

Event Details and Initial Application

Tammy Mpitu applied to Brent Council's Licensing Sub-Committee to host the celebration at a residential address on Marian Way, positioned between Harlesden and Willesden. The original proposal requested permission for up to 100 attendees with extended hours from 8pm to 4am across the weekend of August 7 and 8, featuring a barbecue, alcohol sales, and late-night entertainment marketed through social media with £10 ticket prices.

Police Objections and Safety Concerns

Sergeant Michael Sullivan from the Metropolitan Police submitted formal objections, highlighting multiple risk factors. The estate where the event was planned to occur experiences documented issues with serious violence, gang activity, and drug dealing, according to police records. Officers expressed concern that social media advertising and ticket sales would attract members of the public unknown to the organiser, potentially creating management challenges for crowd control and safety monitoring at a residential location.

The combination of alcohol availability, entertainment, and extended operating hours until 4am presented what police characterised as a significant risk environment for criminal activity and public disorder in a neighbourhood already dealing with gang-related incidents.

Compromise and Approval

Mpitu responded constructively to the concerns, agreeing to substantially modify the event parameters. The final approved arrangement permits operation between 2pm and midnight, with alcohol sales restricted to a three-hour window from 8pm to 11pm. The licensing committee mandated the employment of two SIA-accredited security personnel to manage attendance and maintain order throughout the celebration.

When addressing the committee, Mpitu explained her motivation: the proceeds from the event were intended to support family members in Jamaica, driving her willingness to accommodate the council's safety requirements rather than pursue the original plan.
