The arrangement restricts uranium enrichment and will require congressional review under U.S. atomic energy law.

U.S. Energy Secretary Chris Wright and Saudi Energy Minister Prince Abdulaziz bin Salman signed the nuclear cooperation agreement on Wednesday, establishing what the Department of Energy described as the foundation for a multibillion-dollar partnership spanning decades. The arrangement includes a separate bilateral agreement addressing nuclear safeguards. Trump emphasized on Truth Social that "There will be no enrichment of material," directly addressing international concerns about uranium processing capabilities in the region.

The full text of the deal has not been released publicly. However, Trump made clear the agreement's future depends on Saudi Arabia's willingness to normalize relations with Israel. "The deal is totally subject to Saudi Arabia joining the very respected and successful Abraham Accords," the president stated, linking two previously separate policy objectives into a single negotiating package.

Congressional Review and Opposition

The Department of Energy confirmed the agreement will be submitted to Congress for review, a requirement mandated by the Atomic Energy Act for all U.S. civilian nuclear cooperation with foreign nations. Democratic lawmakers have already signaled concern about the strategic implications. Senator Chris Murphy of Connecticut warned that the arrangement "will set off a nuclear race in the region," potentially undermining efforts to prevent Iran from advancing its own nuclear program, particularly as the U.S. military continues intensive operations against Iranian targets.

Strategic Context in a Volatile Region

The nuclear deal emerges amid escalating military conflict across the Middle East. U.S. military forces have conducted 12 consecutive nights of strikes targeting Iranian military installations, including maritime capabilities, missile storage, and air defense systems. Simultaneously, Yemen's Houthi militia attacked two Saudi Arabian oil tankers in the Red Sea, with one vessel catching fire.
