Trump Retreats on Patriot Missile License as Russia Escalates Kyiv Strikes and Zelenskyy Requests Starlink Strike Access

Russia conducted a major ballistic missile assault on Kyiv that killed at least nine people and wounded 23 others across multiple districts, according to local emergency officials. The attack occurred as President Zelenskyy's recent appeals to President Trump for Patriot missile manufacturing capability and Starlink strike authorization both encountered significant obstacles. Trump stated that transferring Patriot technology represented "a hard thing" to do and declined to commit to Zelenskyy's requests.

The Kyiv Attack and Casualties

The ballistic missile strikes on Saturday morning triggered more than a dozen explosions across the Ukrainian capital. The Darnytskyi district sustained the heaviest damage, with seven people killed and 14 injured, while a five-storey residential building was partially destroyed in the Solomyanskyi district, killing two and wounding eight. A missile impacted near the Lithuanian embassy, shattering windows and scattering debris across the compound. Power outages were reported in several areas, and emergency services rescued approximately 105 people from impacted zones throughout the morning.

The assault represents an escalation in Russia's aerial campaign against Kyiv. Moscow has intensified its use of ballistic missiles in recent weeks, targeting the capital with increasing frequency. The attack came merely two days after a suspected Russian cruise missile landed in Poland during a broader offensive on Ukraine that killed at least eight people, including six members of a single family.

Trump's Position on Weapons Technology Transfer

Zelenskyy met with Trump in Washington earlier in the week to press for a manufacturing license for Patriot air defense interceptor missiles. During a cabinet meeting at Camp David on Friday, Trump stated that no agreement had been finalized regarding Patriot production rights. Trump expressed concern about the risks of sharing advanced American weaponry, telling reporters: "I don't think this would ever happen, but those people that you give that technology, they can someday turn on you."

Ukraine's military desperately needs additional Patriot interceptors, as they remain the only weapons system in its arsenal capable of intercepting Russian ballistic missiles. Supplies have dwindled significantly as Russia has concentrated its air campaign on major urban centers. Trump indicated that discussions surrounding the technology transfer were ongoing but characterized the decision as fundamentally difficult.

The Starlink Complication

Beyond the Patriot missile dispute, Zelenskyy raised a separate but equally significant request during his Washington meetings. According to individuals familiar with the matter, Zelenskyy asked Trump to secure permission from Elon Musk to enable Starlink satellite internet service for targeting operations inside Russian territory. Zelenskyy reportedly made the direct request to Trump during their Oval Office meeting and later repeated the appeal to lawmakers on Capitol Hill. Musk currently permits Starlink use within Ukraine and Russian-occupied territories but restricts service within Russia itself.

Trump declined to commit to facilitating Zelenskyy's request regarding Starlink strike authorization. The refusal adds another layer to the broader strategic disagreement between the United States and Ukraine regarding the scope and nature of American military support.
