Universal Studios will construct its first European theme park near Bedford, backed by £1.3bn in UK government funding alongside a £5bn private investment.

The UK government has confirmed £1.3bn in public funding to support Universal Studios' first European theme park development near Bedford, Bedfordshire. The facility, officially named Universal United Kingdom Resort, will open in 2031 and is expected to attract 8.5 million visitors annually while generating substantial employment and economic growth across the region.

Development and Investment Scale
Comcast NBCUniversal will invest more than £5bn in constructing the resort at the former Kempston Hardwick brickworks site, with an additional £1bn committed over the first decade of operations. The government's £1.3bn support package comprises multiple funding streams: £400m through the regional growth fund, £438m from the Department for Culture, Media and Sport for community infrastructure, and £474m from the Department for Transport dedicated to road and rail improvements.
Chancellor Rachel Reeves visited the site to highlight the partnership's significance, stating the investment would unlock approximately £50bn in economic growth. The development sits within the Oxford-to-Cambridge growth corridor, positioning it as a major regional catalyst for job creation and connectivity improvements.
Employment and Infrastructure Impact
The project will create 20,000 jobs during the five-year construction phase, with a further 8,000 permanent positions once the park opens. Approximately 80 percent of operational roles will be allocated to residents from Bedfordshire and surrounding areas. More than 100 workers have already been employed for project preparation.
Government investment will fund significant infrastructure upgrades, including a four-platform station development at Wixams on the Thameslink line and enhancements to the A421 road corridor. An additional East West Rail station at Stewartby is planned for the early 2030s, improving regional connectivity for both local residents and international visitors.
European Positioning
Mark Woodbury, chair and CEO of Universal Destinations and Experiences, emphasised the resort's importance for the region: "This new theme park and resort will create so many new opportunities for the people of Bedford and beyond and allow us to share our distinct experiences with guests from around the world." Universal had considered multiple European locations before selecting the Bedfordshire site, prioritising government support and infrastructure readiness as key factors in the decision.
