Dumfries Launches £20 Million Regeneration Programme to Restore Town Centre and Boost Tourism
Dumfries Town Board has announced the first phase of its £20 million levelling up investment programme, featuring building restoration and heritage projects.

Dumfries Town Board has unveiled its first-year spending priorities from a £20 million government investment, committing funds to restore derelict buildings, celebrate the town's literary heritage, and establish itself as a destination for Robert Burns tourism. The initiative, part of the UK government's levelling up programme announced in 2023, forms the backbone of a 10-year Pride of Place scheme designed to attract visitors and stimulate local economic growth.
The board's chairman, Kenny Bowie, framed the investment as the result of two years of public consultation aimed at identifying the town's regeneration needs. Projects selected for year one include structural repairs to the Theatre Royal, conversion of a vacant High Street building into residential flats and commercial premises, and expansion of community activities at the Loreburn shopping centre. The Big Burns Supper, an existing cultural event, will be rebranded as the Dumfries and Galloway Carnival—a free three-day festival scheduled for January—to broaden its appeal and visitor reach.
Beyond headline projects, funding will support practical community initiatives including a bicycle recycling and refurbishment workshop, bicycle maintenance training, and a "repair cafe" where residents can learn to fix household items. A pilot visitor centre is being developed with the Medieval Bruce Heritage Trust to showcase the town's medieval history, while the Burns Tourism Partnership will drive efforts to position Dumfries as a leading global destination for fans of Scotland's national poet, who died in the town in 1796 at age 37. Additional investments include digital display boards at Ewart Library highlighting local events and heritage.
Bowie emphasised that local employment and procurement would be prioritised throughout the regeneration. He stated that the influx of construction activity and ongoing development would generate job creation while supporting existing businesses and community services. The board has scheduled public consultation sessions at The Hub in Friars Vennel for interested residents to view plans, ask questions, and contribute ideas to the evolving regeneration strategy.
