Florida's Limited Recognition

Most state agencies continue normal operations on the day, and state employees do not receive automatic time off. Governor Ron DeSantis issued a resolution in 2020 acknowledging Juneteenth's significance and its connection to the principles of the Declaration of Independence, but has not issued subsequent proclamations. The state legislature has repeatedly failed to elevate Juneteenth to paid holiday status, with the most recent attempt occurring in 2022.
This stands in contrast to Florida's historical relationship with the day. The state was the second to celebrate Juneteenth, following Texas, beginning in the 1980s. Additionally, Florida observes May 20 as Emancipation Day in many cities and counties, commemorating when Union General Edward M. McCook announced the Emancipation Proclamation in Tallahassee in 1865—nearly a month before the Galveston announcement that Juneteenth celebrates.
National Trend Toward Paid Recognition
The pattern is shifting decisively. Alabama, Alaska, and Vermont all declared Juneteenth a permanent paid state holiday in recent years. Kansas and Kentucky implemented paid recognition, though without permanent status, meaning future administrations could reverse the designation. West Virginia's governor acknowledged Juneteenth while declining to grant paid time off, reversing his predecessor's paid holiday designation. Other states, including California and North Carolina, permit employees to use personal leave on the day.
Florida remains part of a shrinking group of states that recognize Juneteenth only ceremonially while maintaining its traditional federal holiday schedule. The state's approach reflects a legislative decision to reserve its limited list of paid holidays for established federal observances and state-specific commemorations.
