Development on Legend of the White Dragon began in 2013 when Frank collaborated with director Aaron Schoenke on the YouTube series Super Power Beat Down. The two continued their partnership, eventually developing the concept that would become this feature film. Frank had expressed enthusiasm for the project on social media during filming, which primarily took place in 2021. The production company Bat in the Sun committed to completing the film as a tribute following Frank's death, ensuring his final creative work would reach audiences despite delays caused by the pandemic and 2023 industry strikes.

Cast and Production Details

The film features a budget of $500,000 raised entirely through a Kickstarter campaign, making it a fan-supported endeavor. Beyond Frank, the cast includes fellow Power Rangers alumni Jason Faunt from Power Rangers Time Force, Cerina Vincent from Power Rangers Lost Galaxy, and Ciara Hanna from Power Rangers Megaforce. Actor Michael Madsen, who also appears in the film, passed away before its completion. Frank's daughter Jenna Rae Frank also participates in the project, alongside director Schoenke, David Ramsey, Andrew Bachelor, and Mark Dacascos.

The narrative follows Erik Reed, a former superhero portrayed by Frank, who emerges from three years in hiding to protect his city and family from an emerging threat. His character, known as the White Dragon, faces an antagonist named Dragon Prime in what the filmmakers describe as a mature interpretation of superhero storytelling. While not an official Power Rangers property, the film incorporates visual and thematic elements that reference Frank's iconic roles—particularly the Green Ranger and White Ranger suits from the original series. The title itself combines references to his most celebrated characters, blending the Dragon Ranger identity with the White Ranger legacy.
