Jorge Angeles, who was driving home from work in Winkler when he observed the developing weather conditions, described seeing clouds that were rotating and darkening skies. After pulling over on Highway 3 to photograph what he suspected was a tornado, Angeles later drove his pregnant wife toward the storm system from their home in Darlingford, which is 12 kilometres east of Manitou. The couple decided to return home after receiving tornado warning alerts on their mobile devices from Environment Canada.
Meanwhile, storm chasers in the region captured additional footage, with one individual recording what appeared to be a tornado approximately three miles south of Miami. An accredited meteorologist reviewed the video evidence and confirmed the presence of clear rotation extending toward the cloud base, consistent with tornado formation.

The tornado warnings were issued for the Municipality of Pembina, Thompson, and Dufferin. All tornado warnings for the region were lifted shortly before 6:00 p.m., though severe thunderstorm watches remained in effect for virtually the entire southern Manitoba region until approximately 11:00 p.m. A possible fourth tornado was reported near Dauphin, located 249 kilometres northwest of Winnipeg, though Environment Canada stated it lacked sufficient evidence to confirm this sighting as of Tuesday evening.
