The Discovery
Officers arrived at a residence on King Charles Court at approximately 10:45 a.m. on Monday. Inside, they found Tracey Swann, her husband Kenny Swann, and 20-year-old Mahala Scurlock, whom Tracey had adopted. Three dogs were also found dead at the scene. Rocky Mount Police Chief Martin McCoy Sr. stated that investigators do not suspect foul play and are examining all possible factors.
Power Disconnection and Billing Issues
Krista Crisp, Tracey Swann's daughter, told media that her mother's electricity had been recently disconnected. The family's utility bill exceeded $2,000, and Crisp said her mother—the sole household earner—attempted to make partial payments. According to Crisp, the city of Rocky Mount refused partial payments and demanded the full amount before restoring service. Rocky Mount has experienced ongoing billing issues and recently began enforcing late fees and power shutoffs for customers with unpaid balances.
Police Chief McCoy declined to include the family's utility history in the official investigation, stating that billing disputes would need to be addressed through the utilities department. The city has not publicly disclosed when the power was disconnected, the payment status of the account, or how long the family had gone without electricity prior to the deaths.
